Massive Environmental Performance Changes
May be just around the corner
A revolution in environmental performance
is in the wind in Washington. Proposed environmental legislation could shake up
the way the U.S. Environmental Protection Agency and state regulators have conducted
business for the past 30 years.
Democrats and Republicans are proposing legislation informally titled —The Second
Generation of Environmental Policy“ that would significantly overhaul regulatory
agencies nationwide. Being a bipartisan effort, there is a good chance that it will
be introduced very soon. If passed by Congress, the legislation could mean that
real reform at all levels could come under federal mandates rather than internal
programs.
The goal of the proposed legislation is twofold:

Modernize the U.S. EPA and the state
agencies
-
Restructure and improve environmental
reporting. Significantly, it would allow regulators the authority to waive statues
if an entity is involved in a project that leads to better overall environmental
performance.
The legislation is based on numerous studies
and concepts that have been talked about for some time. Improving the quality of
information available to the public is expected to be a major result.
Regarding the ISO system, the bill would give —extra credit“ to companies that have
credible environmental management systems in place.
