Introduction:
This SQA Advisory documents the expectations of DaimlerChrysler
(DCX) for registrars of DCX Tier-1 suppliers not meeting the July 1,
2004 deadline for upgrading to ISO/TS16949: 2002.
Discussion:
By 1 July 2004, any Tier-1 supplier to DaimlerChrysler
was expected to achieve 3rd party certification to ISO/TS16949: 2002
if applicable (i.e., supplier produces parts or materials or part-related
services such as heat treat and plating for automobiles, trucks, busses
or motorcycles and supplies them directly to DaimlerChrysler). This
requirement is grounded in the DCX “Production Purchasing General Terms
and Conditions” clause #6, which states, “Seller will maintain a Supplier
Quality Assurance System approved by DaimlerChrysler and which meets
Daimler Chrysler specifications.” DaimlerChrysler is no longer a QS-9000:
1998 “subscribing customer”.
SQA Position:
The SQA position, as directed by DaimlerChrysler, is
that during the next regularly scheduled audit activity (e.g., QS-9000
surveillances and re-assessments as well as ISO/TS16949:2002 upgrade
audits), SQA auditors will determine if the organization is a Tier-1
supplier to DCX. If it is found that the organization is a Tier-1 supplier
to DCX and not yet certified to ISO/TS16949: 2002, a minor nonconformity
will be issued. The organization’s response (i.e., corrective action)
must include the proposed time-line for ISO/TS16949: 2002 certification
with assigned responsibility for achieving this goal. Failure of the
organization to achieve the originally stated goal for certification
to ISO/TS16949: 2002 will result in a Major nonconformity, Probation/Suspension
and, if deemed necessary by the 120-day time limit for Probation/Suspension,
de-listing of the current certification.
Assigned SQA auditors will monitor the organization’s
performance to the submitted time-lines as required.
